The design for accidental conditions calls for a risk-based engineering, where there is a relationship between Dimensioning Accidental Loads and the frequency of their occurrence. For operating and upset loads plants are designed deterministically. It would be uneconomic to use deterministic methods for extreme accidental conditions. The risk-based design for accidental events requires a combination of quantitative risk analysis, the determination of design accidental events and loads, and a Safety Integrity Level analysis.
